How a new store flows through: an order arrives from a brand we haven't mapped → the engine marks it "researching" and queues a deep-research job → the job reads the brand's official policy, classifies it (adjustment, window, filing mode, confidence), and adds it to the matrix → the gate rule auto-applies, so the store is either watched (and billed on our terms) or skipped. We never act on a store until it clears the gate.
